How should government officials treat people?

SHAFAQNA – When Mohammad ibn Abi Bakr was the governor of Egypt, Imam Ali (AS) wrote to him: Be humble with people, be gentle and kind, be cheerful and smiling, treat people equally in your look, half look and at the time of staring at them, in order that those in high positions do not have the expectancy of your oppression, and the deprived ones do not get disappointed in your justice [1].
