Mental instability of the ruler prevents administration of justice

SHAFAQNA – Imam Ali (AS) wrote to Aswad ibn Qotbah, the army division commander of Halwan: After remembrance of God and greetings; if the thought and judgment of the governor becomes liable to unpredictable variation (unstable), will prevent him from administering justice. Therefore, the affairs of people, based on what is right, must be equal to you, because in oppression (oppressive rules), no value is found for justice (justice has no place) [1].
