What is the definition of a cruel heart?

SHAFAQNA – The cruelty of the heart is defined as: The condition in which a person is not bothered or affected by sufferings and hardships of others and in fact has no fear of oppressing, being unjust, harming or causing distress to other human beings. In addition, such a person (the cruel person) will not be affected by any advice, warning or wise words given by others [1].
