SHAFAQNA – It is narrated from Imam Ali (AS) who said: I asked: O’ the Prophet of Allah (SWT), if I face a problem where there is no Divine Decree for it or no way mentioned for it in tradition (Sunnah); what is our duty and what is your command? The Prophet of Islam (PBUH) replied: You form a consultative group with experts in religious jurisprudence (Fiqh), and devout individuals, and do not confine to one particular opinion (but ask the opinion of all the members of the consultative group) [1].
