How can obsessive compulsive disorder affect religious deeds?

SHAFAQNA – It has been mentioned in narrations from Ahlul Bait (AS) that: The third ablution (Qosl) of (face and hands) is heresy, and any heresy is in the fire. In this case this obsessive ignorant person who performs ablution of the place of Wudhu for more than ten times, and each time carefully pours water over all the parts; rather first wets the place well so the water flows fully until religious ablution is complete, then repeatedly performs the same act; how can this be justified? According to which narration or Fatwa must this comply with? For 20 years or more, the unfortunate (person) has performed Salaat with false Wudhu, and has regarded (himself) to be in the highest state of holiness and cleanliness! Satan plays with him and the corrupt soul deceives him. Nevertheless, (he) considers others to be wrong and himself right [1].
