Is Salaat performed in complete form in all areas of Karbala or just inside the holy shrine? The Grand Ayatollah Sistani’s answer

SHAFAQNA – Question: In four places, a passenger can choose to perform his/her Salaat in complete or broken (Qasr) form. For example if the passenger is in a hotel in Karbala, or Mecca, or Medina, or Kufah; can he/she perform complete Salaat and fast, or that is only for inside the holy shrine? And what will happen if other new enclosures open?

The Grand Ayatollah Sistani: In all of Mecca, and Medina, and Kufah including Sahlah Mosque; the passenger can perform Salaat in full or Qasr. And also in Karbala up to eleven and half meters around the burial place of Imam Hussain (AS), but according to Wajib precaution, this rule does not include the town of Karbala. But in all those cases cannot fast.
