Iranian parliament on Sunday passed a bill on the country’s joining to Combating the Financing of Terrorism (CFT) standards set by the FATF (Financial Action Task Force).
Despite the parliament approval, the bill is not still obligatory, because it had to be endorsed by Iran’s Guardian Council, Trend noticed.
By making the move Iran has taken the last step toward becoming an FATF member. A total of 190 countries are already members of the intergovernmental organization.
The decision will, nevertheless, smooth the path for Iran’s increased financial transactions with the rest of the world, help remove the country from investment blacklists – as it faces renewed US sanctions – and will foil enemy plots to use the allegation of supporting terrorism as a pretext to put pressure on Tehran.
“In general, joining CFT is at the interest of the country”, Iranian Parliament Vice Speaker Ali Motahari said on Sunday.
He noted that joining CFT can lead to types of reform in Iran’s banking system and lead to facilitation of its relations with the world banking system.
Before the bill was put to the vote, Iranian Foreign Minister Mohammad Javad Zarif spoke in support of it.
“I guarantee that if this bill is not ratified, the US will find an important pretext to increase our problems,” said Zarif.
He said lawmakers are to make a “historic decision,” adding, “Today, Parliament will decide based on national interests.”, IFP news mentioned.
Earlier, Donald Trump’s national security adviser, John Bolton, claimed Iran has been “the world’s central banker for terrorism since 1979”.
This shows that the US is, now more than ever, resorting to this baseless accusation as a tool to express its hostility toward Iran.
Chairman of Iran’s Strategic Council for Foreign Relations Kamal Kharrazi said that if the Convention on Combating the Financing of Terrorism (CFT) is enacted, it will greatly contribute to normalization of Iran’s ties with the world and it also can block abuses.
“If CFT is approved with the conditions Iran sets and red lines it puts forward, it can prevent abuses and help normalization of Iran’s economic ties with the world”.
“We are not so hopeful towards the mechanisms to bring about dramatic change for us and we believe that we should rely on ourselves and resources,” he said.
As to EU mechanisms regarding Iran, Kharrazi said that EU mechanism can solve part of the issues and maintain trade with the EU.
“However, we should see to what extent the mechanism can be satisfactory for us and how many problems it can solve,” he said.
Commenting on Iran’s cooperation with Russia and China, he said if it means dependence on them, it is not Iran’s policy.
However, there are common interests in the field of politics for which countries can cooperate with each other, he said, noting that until the time they have interests they will continue cooperation, IRNA reported.
Observers are optimistic about Iran’s joining the CFT and, later, the FATF. In addition, the Iranian lawmakers’ decision would pave the way for the unimpeded implementation of the measures taken by Iran and Europe to bypass US sanctions, such as the initiative to establish a Special Purpose Vehicle to facilitate payments related to Iran’s exports, including oil, IRAN DAILY noticed.
