Question: What is the ruling about taking dogs into public places which may bother others?

The Grand Ayatollah Shobairi: According to various narrations, keeping dogs for leisure is intensely detested, and it is considered to be a bad characteristic; and it is not allowed if it causes bother, or fear to others, or commonly it is considered to be propagating/promoting the values/symbols of disbelievers.
