The publication of Xi’s remarks comes as China confronts a rising series of extreme-weather incidents, including its strongest typhoon of the year and deadly landslides that left dozens dead. Beyond the immediate loss of life, such disasters can disrupt transportation, damage infrastructure and interrupt economic activity, underscoring why Beijing is placing greater emphasis on disaster prevention, mitigation and emergency response.
