Yet any optimism is tempered by the sobering reality that the river remains fractionally above the all-time lows recorded during previous drought episodes. The lingering shallowness continues to constrain the passage of fully laden cargo vessels, leading to delays in coal, chemical, and grain deliveries, which in turn forces power generators and manufacturing plants to operate below capacity or seek costlier overland alternatives.
