By halting data center projects this week, Texas Governor Greg Abbott has created significant uncertainty around the future of what ranks among the world’s fastest-growing markets for AI-related infrastructure, and is leaving companies involved in data center development with two unappealing alternatives: either abandon their investments in Texas, or continue with projects – many costing billions of dollars – despite operating in a regulatory gray area with no clear guidance.
